In 1989, The Sears Roebuck Company selected a 780-acre site in the Village of Hoffman Estates as the much-publicized new location for its Merchandising Group. After a determination by the State of Illinois that direct government intervention and financial assistance would be necessary to retain the 5,400-employee division of Sears in the state, Teska Associates was selected to develop a TIF Plan for the redevelopment project. The plan set forth specific planning and economic development objectives and prepared a detailed financial analysis.
