Warrenville is located in the midst of the explosive growth along the I-88 corridor in DuPage County. To encourage development in the southwest portion of the City, Warrenville hired Teska Associates (in conjunction with Business Districts, Inc.) to prepare a subarea plan and establish a TIF District for the area. The City’s Strategic Plan (also prepared by Teska and BDI) had identified this area as a priority for future planning and development.
To build on previous planning work by the City for the southwest area and provide a practical plan given latest economic conditions, Teska and BDI assessed demographics, market conditions and community planning goals. These factors were used to develop three land use scenarios for the district. Each alternative was evaluated based on depth of market demand, land use compatibility, transportation, and sustainability. Working with a Steering Committee, a subarea plan was developed to facilitate the selected land use alternative. Teska also prepared a TIF plan, which has been put in place by the City, to support implementation of the plan.
