Teska worked with the City of Warrenville, IL to prepare a Strategic / Economic Development Plan. The plan sets focused objectives for City actions related to economic development, government finance, environment, infrastructure, public safety, and diversity. The plan process was built on broad community outreach, stakeholder insights, and City Council workshops. In order to make the Plan complete and accessible to the community, the 100 plus pages of plan and background material were summarized into brief final Strategic Plan and Economic Development Plans, and all the documents were prepared in a graphically rich format.
The project’s focus on economic development was informed by a market assessment and implementation recommendations prepared in concert with Business Districts, Inc. That part of the Plan identified directions for enhancing City tax base by supporting existing local businesses (both large and small) and attracting new development. While the southwest portion of the City was a focus of its development objectives, the Strategic Plan noted that market conditions in that area would require City action to encourage such development; as follow up, Teska and BDI prepare a Southwest District Plan and Tax Increment Finance district for the area.
